South West Forum’s "Voluntary Value" is a project co-funded by the European Social Fund (ESF) and South West of England Regional Development Agency, in order to increase the level of Voluntary and Community sector involvement in the delivery of ESF funded programmes.

The project is relevant to VCO’s working at the frontline in the areas of skills, employment and worklessness in the South West (excluding Cornwall and the Isles of Scilly).

Through the project, advice and information will flow both ways, helping to update and guide voluntary and community organisations on developments and decisions made by statutory bodies, but also ensuring that those bodies are kept aware of the latest developments on the ground within the voluntary and community sector.

The Voluntary Value project is being implemented by working with partner organisations, Learning Curve is the partner organisation for the following regions:

New Dates announced for Skills Funding Agency ESF Events

The Skills Funding Agency has announced rescheduled dates for their ESF events across the region, which will include details of planned ESF activities, policy changes and possible future ESF bidding opportunities.

These events will also include an update from Government Office for the South West, the National Offender Management Service and Jobcentre Plus, and will cover relevant information to the geographical area, including details about Co-financing Plans, timescales and bidding opportunities. There will also be an opportunity for networking.

Single Equality Scheme consultation

There is still just time to respond to The Skills Funding Agency’s consultation on a new scheme which they hope will ensure all adult learners have the opportunity to achieve their full potential and contribute to a more productive and skilled economy.

The new draft Single Equality Scheme sets out how the Skills Funding Agency will meet its duties as set out in the Equality Act 2010. The consultation runs till 6 September 2010,

Opportunity to join a NOMS bid

As mentioned in past newsletters, bids are currently being worked up for an ESF contract administered by the National Offender Management Services (NOMS). Careers South West is bidding, and they are openly appealing for organisations who might wish to be a sub-contractor on their bid. The project would seek to improve the employment prospects of offenders, January 2011-December 2014.

Opportunity to Oversee Community Grants

Community Grants provides bite-sized chunks of ESF support (up to £12,000) to social purpose organisations. Skills Funding Agency is looking for an organisation who can oversee the implementation of the Community Grants programme. This begins with interested organisations filling out the Pre-Qualifying Questionnaire, which must be completed by 21st September 2010. Skills Minister John Hayes has invited organisations to share their ideas on how they would like skills policy to be set out in the future. The consultation document, ‘Skills for Sustainable Growth', outlines the Government’s vision for skills and what are expected to be the key elements of a strategy for delivering it. Receive an ESF Award for Equalities or Sustainability Best Practice

Are you an ESF subcontractor who has made a special effort to mainstream equal opportunities or sustainable development? If you, or a partner organisation, have been pro-active in this area, then you may be eligible for an regional ESF Award under one of the following categories:

  • Implementation of a good equal opportunities policy and implementation plan; OR
  • Implementation of a good sustainable development policy and implementation plan.
  • Specialism in helping a specific target group; OR
  • Has a particular environmental focus when promoting jobs or skills (including promoting green skills for new or existing jobs).

ESF AwardsThe awards apply to the 2007-2013 England ESF programme. There will be awards at both national and regional level. National award winners will be selected from regional winners.

The closing date for nominations is 20 August 2010. Copies of the application forms and guidance are available to download from the awards pages of the ESF website - Please either nominate yourselves or any of your partners/providers.


Introducing the Community Learning, Employment and Skills Partnership (CLESP)

As reported in previous bulletins, a consortium is being established for voluntary and community organisations and social enterprises in the South West, with focus on skills, employment and learning. Focus has initially been on the consortium’s governance structure, with the following agreed:

  1. It will be called the Community Learning, Employment and Skills Partnership (CLESP).
  2. It will be overseen by a Steering Group, with Voluntary Value partners well represented. They will be joined by select organisations with technical expertise around skills, employment and learning.
  3. A task-and-finish group, made up of some members of the Steering Group, will bid for an ESF Skills Funding Agency contract.
  4. The consortium will adopt a two-tier approach to voluntary and community organisations and social enterprises interested in participating in the consortium.
  5. Tier 1: Members will be organisations who meet basic requirements in terms of skills and learning delivery. To become a member, organisations must complete a membership form.
  6. Tier 2: Delivery Partners will be those member organisations who ‘fit’ with aspects of the contract specifications (once they are published), and actually come to play a part in delivery of a contract.

2010 ESF Tendering Window

The positions of each ESF funding agency – and their plans for the 2010 ESF tendering window – are steadily becoming clearer. Recent Government changes have created uncertainty, but the Voluntary Value project understands the situation to be as follows:

National Offender Management Service (NOMS)

As mentioned in the June bulletin, NOMS has pressed ahead with their ESF contracting. They are currently considering the initial bids of 4-5 prime providers, each of which will probably be working up fuller bids in mid-August to mid-September. This is the time when potential sub-contractors will be sought as they each seek to strengthen their bids. Contact details are as follows:

Department for Work and Pensions (DWP)


All future welfare-to-work provision, including ESF, will be grouped together under the new DWP ‘Work Programme’.

The Work Programme will very broadly cover ‘provision of employment related support services, helping people to select, train for, obtain and retain employment suitable for their ages and capacities’. DWP is currently inviting prime providers who are interested in delivering any element of the Work Programme – including ESF – to come forward by 31 July 2010.

There is no indication of when sub-contracting opportunities will be made available, which are likely to be more attractive to VCOs. All relevant information is available via this link

Skills Funding Agency (SFA)

SFA, which will be contracting the most projects in the region, is still keeping quiet on its commissioning timetable. The roadshow of events to launch their spending priorities in June 2010 were postponed, and no new dates have been forthcoming.

Rumours abound as to whether the SFA will continue to exist in the future, in spite of the government’s pledge of £550 million for apprenticeships and another £757 million for other forms of work-based learning in the financial year 2010/11. Whether under the SFA name or any other, the Voluntary Value project expects its work to continue.

ESF: 2013 and beyond


The current ESF programme expires in 2013, after which there is the potential to reform its structure and approach. To this end, discussions are being held between regional policy makers in the South West, as well as elsewhere across Europe.

Future policy is, across Europe, labelled as the Cohesion policy – and the Voluntary Value project has a seat at the regional Cohesion policy discussion table. Send any recommendations through by email via your Voluntary Value contact.

Consortium Communique to the third sector in the SW

ESF LogoA learning and skills consortium for third sector organisations in the South West is preparing to bid for a European Social Fund (ESF) contract. The consortium is appropriately cautious as to its prospects, and advises interested stakeholders to also be circumspect at this early stage.

On 6th June, South West Forum invited Damian France, chair of a Mersey-based learning and skills consortium (Voluntary Organisation Learning Association, VOLA), to independently facilitate discussions between stakeholders. The following organisations were represented at the meeting: Community Council of Devon, Cornwall Learning Partnership, Exeter CVS, Learning Curve, South West Forum, South West ACRE Network (SWAN) and Voluntary Sector Training Alliance (ViSTA). The outcome was a consensus on the consortium’s objectives, an agreed organisational structure, and a short-term action plan.

Objectives

Consensus was reached on both long and short-term objectives for the consortium. Acknowledging that a business opportunity exists to compete for an ESF Skills Funding Agency contract in late summer in the South West (excluding Cornwall, which is administered differently for ESF), the short-term objective is to bid for this contract. The long-term objective of the consortium is intended to be broader than ESF: to compete for mainstream skills and learning contracts in the South West.

Structure of the consortium

In order to achieve the short-term objective of the consortium, a bid-writing team will be established, consisting of Cornwall Learning Partnership, Learning Curve, South West Forum and Voluntary Sector Training Alliance (ViSTA). This is a task and finish group, with the mandate of bidding for the ESF Skills Funding Agency contract in late summer.

Guiding the bid-writing team, and acting as guardians of the consortium’s longer-term objective, a Steering Group will be established. The Steering Group’s membership will balance organisations with technical expertise in skills and learning bid writing, with infrastructure bodies that can reflect the diversity of providers in the South West. The Steering Group will also provide representation for the wider membership of the consortium.

Within the consortium, ‘members’ will be different to ‘delivery partners’. ‘Members’ will be all third sector organisations who meet basic requirements in terms of skills and learning delivery. ‘Delivery Partners’ will be those third sector organisations who ‘fit’ with aspects of the contract specifications (once they are published), and actually come to play a part in delivery of a contract.

Short-term action plan


The short-term action plan is focussed on bidding for a 2010 ESF contract for the South West Competitiveness area. On behalf of the consortium, Learning Curve will function as the lead and accountable body. In developing the bid, additional technical expertise will be provided by ViSTA, Cornwall Learning Partnership and South West Forum. South West Forum is responsible for communication with the sector, and to this end invites expressions of interest from third sector providers interested in consortium involvement. The specifications of the ESF contract are expected to be released in late summer.

Swindon Voluntary Value meeting – Swindon – Monday 21 June

Voluntary Value partners MeetingVoluntary Value partners met in Swindon to hear an update about opportunities for funding learning, skills, and employment provision through ESF and other funding streams. We also discussed the wide range of services that the sector provides for clients, and ways of matching this provision with the outcomes that commissioning agencies are looking for. We agreed that information is the key to making these matches. As a result, Learning Curve will be looking at ways of making the “Advice and Info” section of our website more useful, and trying to keep you up to date with opportunities for funding and tendering as they arise.


Third Sector Consortium in the South West Region

As a result of discussions that have taken place between Voluntary Value partners, a third sector consortium will bid for regional ESF Skills Funding Agency contracts. Tendering Delays

The Voluntary Value project expects the ESF tendering timeline to resume before the end of the summer. Initially timeline for The Skills Funding Agency and the Department for Work and Pensions contracts was due to flow from the 7 events across the region in mid-June.

These events signalled the launch of the each agency’s spending priorities. However, this roadshow of events was postponed at the last minute, pending a review of the Government’s welfare programme. The Voluntary Value project has been told to expect these events to be re-scheduled in late summer – and will inform readers as soon as it learns anything.


National Offender Management Service (NOMS) contracts

NOMS are pressing on with their ESF contract process for the South West, resisting the delays that have stalled others. One £6 million contract for the South West region (excluding Cornwall and the Isles of Scilly) will target ex-Armed Forces beneficiaries, those from BME communities, female offenders, and young offenders transitioning to adult detention centres.

VCOs who can provide to these beneficiaries can still be included as sub-contractors in the bids. The Voluntary Value project speculates that the successful bid will come from either A4E, Maximus, Tribal or Working Links. Each have submitted their ‘Initial Solutions’ to NOMS, and will be working up their full bids between mid-August and mid-September. This is the time when potential sub-contractors will be sought as they each seek to strengthen their bids.

Skills Funding AgencyThough ESF contracts are getting bigger, and will cover larger geographical areas, now is the time for organisations who wish to bid for Skills Funding Agency ESF contracts to begin the process, by completing a Pre Qualifying Questionnaire (PQQ).

The PQQ opportunity is always open, but periodically the SFA ‘freezes’ it so as to process the applications that have been made. The next ‘freeze’ is anticipated in July.


The Impact of ESF

ESF LogoFurther data on the success of the ESF programme highlights the government interest is in what they are buying (ie, skills and employment outputs) rather than who they are funding (public, private or third sectors). In the South West area it is reported that:

‘Overall it should be noted that nearly 70 thousand people in the South West have been helped to improve their employment and skills prospects with the support of the programme. With some 18 thousand people having either entered work, training or gained a qualification in just over 2 years of delivery.’
